CVS 1.11.22-1 displays last access time in diffs

Hi,
I just noticed that the new version of CVS, when running "cvs diff",
displays time of last access for the local file, instead of the time of
last modification as it used to. Browsing the sources, it looks like it's
an upstream change. Can anyone venture a guess at the rationale of such a
decision?
