Huh? This is really a cygipc issue -- not a PostgreSQL issue.
Unfortunately, PostgreSQL is dependent on cygipc until cygserver
Note that this problem only manifested itself when ipc-daemon was run as
true NT service as opposed to the command line or cygrunsrv.
