Exactly.
Furthermore, you'll be able to use LANG=C.ASCII (or C.ISO-8859-1) to
switch the mb functions to 8-bit passthrough. LANG=C doesn't do that
on Linux (i.e. glibc) either, because the C locale is strictly 7-bit
there.
