Debian uses the alternatives mechanism to deal with the ctags/etags

    $ update-alternatives --display etags
    etags - status is auto.
     link currently points to /usr/bin/etags.emacs21
     /usr/bin/etags.emacs21 - priority 24
      slave etags.1.gz: /usr/share/man/man1/etags.1emacs21.gz
      Current `best' version is /usr/bin/etags.emacs21.

Wrt, the emacs packages themselves, there's the virtual emacsen package that
an emacs can provide

    $ grep-available -s Package -F Provides emacsen
    Package: octave2.1-emacsen
    Package: xemacs21-gnome-mule-canna-wnn
    Package: emacs21-nox
    Package: xemacs21-nomule
    Package: xemacs21-gnome-nomule
    Package: emacs20
    Package: emacs21
