This is a bugfix release.

- Fix /proc/version after uname change

- Fix a crash in wcsxfrm_l if destination size is 0.

- Fix a problem in process enumeration which led to `ps -W' showing
  Cygwin processes twice and potentially with incorrect Windows PID.
