Crosstool script enhancements

Here a couple of tweaks to Dan Kegel's crosstool build scripts that may
be of use.

0.28-ajl
     * BASENAME should be used in test for previously extracted	source
trees;
       use of ARCHIVE_NAME causes extraction every time.
     * Check for existence of a specific patch directory before
attempting to apply patches.
     * Personal preference: Added a QUIET_EXTRACTIONS option to do
non-verbose
       extractions; default is verbose as before.
