In the GDB document, it says.
(GDB/Overview)
--gstabs
Generate stabs debugging information for each assembler line. This may help debugging assembler code, if the debugger can handle it.

Sorry, If I misunderstanding.
 
You want generate the debug information for arm-elf-as or your assemble source?
If 1.
  That means you want to debug the arm-elf-as program.
  After you do './configure' at you binutil dir,
  append flag '-g' at CFLAGS in Makefile manually.
  (maybe the guys in binutils maillist got better way.)
 
if 2.
  You wanna see your source(the mnemonic form) under gdb, right?
  Why not open your source code when you debug.
