Build error: "autoheader: not found"

Excuse me, if this question has been answered a lot of times before.

I am trying to build a m68k-coff-toolchain, following FAQ-0.8.2's section on
One Pass Installation.

Every thing works fine until I get this error:

gmake[1]: Entering directory `/home/hpj/WORK/cot-tools/build/gcc'
cd ../../src/gcc && autoheader
/bin/sh: autoheader:  not found.
gmake[1]: *** [../../src/gcc/] Error 127
gmake[1]: Leaving directory `/home/hpj/WORK/cot-tools/build/gcc'
gmake: *** [all-gcc] Error 2

Can anybody help me to recover.
