ld & gold: Default to --gc-sections unless -r

Subject: ld & gold: Default to --gc-sections unless -r

Many builds use the compiler driver option -Wl,--gc-sections anyway.
Flipping the default may make more sense. Alternatively, this can be
done on the compiler driver side.
