crosstool-ng.github.io can build a RISC-V toolchain from upstream
sources. RISC-V was still an experimental target last I checked, so
you need to enable experimental features before you can choose a riscv
target.
You could also use github.com/riscv/riscv-gnu-toolchain to do a build
using upstream sources. You can use git remote to pull in the
upstream sources you want.
