That surprises me.  According to 
https://savannah.gnu.org/project/memberlist.php?group=binutils
you are a member of the binutils group there, so you have permission to 
update everything.    And in fact, according to the log
at https://web.cvs.savannah.gnu.org/viewvc/binutils/binutils/binutils.html?view=log
you have indeed updated it several times.  The last time was Sept 23 2014.
