Hi Guys,

  I am adding the attached README file to the binutils sub-directory.
  It contains the notes I made whilst creating the 2.29.1 point release,
  and I hope will serve as a reference for making future releases.

  The document is incomplete and I welcome any comments, corrections or
  additions.  I also plan to extend it when the time comes for the 2.30
  release...
