bogus SHT_REL type for objcopy --add-section .relocs=...

Hello,

is there a reason for the outcome to be different between ix86
(where SHT_REL results) and x86-64 (producing SHT_PROGBITS, as
I would expect everywhere)? The name ".relocs" imo is not any
more or less special on architectures preferring rela relocations
than it is on ones preferring the rel variant.
