[PATCH/AARCH64] update vulcan features list in the aarch64_cpus

Subject: [PATCH/AARCH64] update vulcan features list in the aarch64_cpus

Hi binutils group,

Please find the patch for updating vulcan's feature list in the aarch64_cpus[].
Broadcom's vulcan is based on armv8.1-a architecture.

Tested the patch by compiling cross aarch64-linux-gnu & bootstrapping
native aarch64-unknown-linux-gnu & make check (gas, ld, binutils, gdb).
No new regression failure is added by this patch.

Also Verified that compilation is successful and armv8.1 instructions (LSE)
are executed when -mcpu=vulcan flag is passed to assembler(as).

Kindly review the patch.
