Saying "system-wide temporary directory" does tell that, doesn't it?
Users of each platform know where that is, I think.
We could, of course, describe all the details for each supported
platform, but then the description needs to be much longer than what
you wrote. Is it really that important?

Not that I know of. Why do you need a wrapper?
