creating symbols for runtime not linktime w/out symbol versioning?

Subject: creating symbols for runtime not linktime w/out symbol versioning?

i know you can declare symbols with specific versions such that they can be 
found at runtime, but attempting to link against them will fail.  is it possible 
to do that w/out symbol versioning ?
