PATCH: Add x86_64 PE+ bigobj format


Hello,

the number of sections in the coff format is limited to 2**15. This can be
an issue for big C++ file or big file compiled with -ffunction-section
-fdata-section.

Microsoft has developed a little variation of the PE format that extend
a few fields to support up to 2**31 sections.

This patch adds this new format (currently only for x86_64). gas can
generate this format when invoked with -mbig-obj. It looks difficult
in bfd+gas to automatically switch from normal pe format to big-obj
format in case of too many sections.  I am not sure we want that,
given also that MS tools don't do that too.

No regression for x86_64-pc-mingw32, also compiled with --enable-targets=all.
Testcase added.
