No; you excluded cris-*-*, which also excludes the succeeding
cris-axis-linux-gnu. Instead only targets expected to hold
phdrs in the address space should be included. Other such tests
use "#target: *-*-linux* *-*-gnu*", which seems appropriate here
too.
