One approach is to use
[hjl@gnu-6 pr12245-6]$ cat libc_static.a
GROUP (-lgcc -lgcc_eh -lc)
[hjl@gnu-6 pr12245-6]$
instead of "--start-group -lgcc -lgcc_eh -lc --end-group".
