[PATCH, mingw64] Enable 32-bit multilibs

Subject: [PATCH, mingw64] Enable 32-bit multilibs

Enable all the bits so that 64-bit PE binaries can also
generate 32-bit PE output.  This enables a reasonable
multilib default setup for this target.

Tested on x86_64-w64-mingw32
