There are other symbols that lack ${USER_LABEL_PREFIX}:
${RELOCATING+_stack = .;}
${RELOCATING+PROVIDE (__${ETEXT_NAME} = .);}
${RELOCATING+PROVIDE (_${ETEXT_NAME} = .);}
${RELOCATING+PROVIDE (${ETEXT_NAME} = .);}
Also, the unprefixed symbols should probably be PROVIDEd for
compatibility.
