libbfd.so dependency on libintl

- Subject: libbfd.so dependency on libintl
Does anyone see a problem with this patch? It should only matter when
building a shared libbfd, and only when gettext is not in libc -
e.g. on uClibc targets.

libintl.
* configure.in: Do not add libintl here.
* Makefile.in, configure: Regenerated.
