Fix toplevel configure.ac

- Subject: Fix toplevel configure.ac
This fixes an earlier change where I tried to make src/configure.ac
match the one in gcc, got confused and as a result committed the wrong
change. I'm not even sure where I got the earlier version, but this
patch, which I've committed, should fix it up.
