New windres tool Part 2 of 2

Hello,

this is rhe second part. I hope mailer daemon will it accept this time, 
this is really bothering ...
Please extact the zip into windres/testsuite/binutils-all/windres. I tried 
to sent some resource files needed, which the mailer daemon of SW doesn't 
like. ;(
