generalize Xtensa assembly operand suffixes

- Subject: generalize Xtensa assembly operand suffixes
I'm getting ready to add some new Xtensa relocations for TLS. This patch
generalizes the code for handling relocation suffixes to enable that. It
doesn't yet introduce any functional changes. Tested with an xtensa-elf build
and committed.
gas/
* config/tc-xtensa.c (SUFFIX_MAP, suffix_relocs): New.
(xtensa_elf_suffix): Use suffix_relocs instead of local mapping table.
(map_suffix_reloc_to_operator): New.
(map_operator_to_reloc): New.
(expression_maybe_register): Fix incorrect test of return value from
xtensa_elf_suffix. Rearrange to use map_suffix_reloc_to_operator.
(xg_assemble_literal, convert_frag_immed): Use map_operator_to_reloc.
