It's about 50/50 either way.  There are ports that are using it, and 
there are new ports which are being developed using it and which will be 
contributed one day.  The cgen sources are still being maintained and in 
general if you like the cgen approach then you can develop a function 
binutils port quite quickly.

That having been said there are also new ports being contributed which 
do not use it and which roll everything by hand.  The choice is up to 
you.  If you are comfortable using cgen then I would suggest that that 
is the way to go.

In which case you may find it easier to start with the z8k port and copy 
then modify it for your own processor.
