Convert elf{32,n32,64}-mips.c prototypes

Subject: Convert elf{32,n32,64}-mips.c prototypes

Installed after sanity-checking some mips targets.  I'll deal with
elfxx-mips.c tomorrow (I hope).

	* elf32-mips.c, elfn32-mips.c, elf64-mips.c: Convert prototypes.
	Remove casts that were only needed for K&R compatibility.
