Re: 2.13.1pre1 available

Sorry, I should have been clearer. binutils-021031.tar.bz2 is a
snapshot from the development branch; I was talking about
binutils-2.13.1pre1.tar.bz2, which is from the release branch.
Also, I don't want to apply it to the release branch until someone
approves it for the development trunk. I think it's reasonable...
