I'm talking about the `relax.s' testcase.  I wouldn't be surprised if
longbranch1.C passed because gcc emitted branches that didn't exceed
the maximum lengths.

I'm saying --relax-branch != the machine-independent --relax.  The
former affects only a subset of all possible relaxations.
