top level makefile.in

pepper:/usr/tmp/ppc/bin# make install
/bin/sh ./mkinstalldirs /usr/local /usr/local
./mkinstalldirs: ./mkinstalldirs: No such file or directory
make: *** [installdirs] Error 127

srcdir = .

in the top level Makefile.in? Surely you don't expect everybody
to run autogen?
