ELF H8 typo

Some recent cleanups/fixups in elf32-h8300 introduced a minor typo
which causes -mrelax to fail miserably.
This patch fixes the typo. If you're planning a bugfix release of
binutils-2.13, then you should probably include this patch.
FWIW, I checked the other elf32-*, elf-m10200.c, and elf-m10300.c
files to ensure no other references to ELF64 were accidentally
introduced into them. They were all OK.
