[PATCH] Add bfd_elf32_{little,big}arm_vec to arm-*-netbsd*

This fixes building the a.out ARM NetBSD target (the linker includes
an ELF emulation, as well).

Checked in as an obvious fix.

	* config.bfd (arm-*-netbsd*): Add bfd_elf32_littlearm_vec
	and bfd_elf32_bigarm_vec to targ_selvecs.
