This bumps the VERSION strings in the trunk so they are more true.
-VERSION=2.9.5
+VERSION=2.11.0
2.10.1 would be much better than 2.11.0. In practice binutils
snapshots escape into the outside world. If a binutils snapshot is
out there with 2.11.0, people are going to think that there has been a
2.11 release.
