Add static keyword to functions in python-membuf.c
Plus one more minor fix.
* python/python-membuf.c (get_read_buffer): Add static keyword.
(get_write_buffer): Likewise.
(get_seg_count): Likewise.
(get_char_buffer): Likewise.
(membuf_object_type: Set tp_new element.
(gdbpy_initialize_membuf): Remove line setting tp_new element of
membuf_object_type.
