Add femode_t functions: sparc.

This patch adds SPARC versions of fegetmode and fesetmode.  Untested.

	* sysdeps/sparc/fpu/fegetmode.c: New file.
	* sysdeps/sparc/fpu/fesetmode.c: Likewise.
