locales/ce_RU: sync with other *_RU locales

[BZ #18618]
* locales/ce_RU (LC_IDENTIFICATION): Fix language.
(LC_TIME): Set first_weekday and first_workday.
(LC_NUMERIC): Copy ru_RU.
