PR15908: pass STAP_SUPPRESS_HANDLER_ERRORS to runtime

* session.cxx (parse_cmdline): Handle --suppress-handle-errors more.
* runtime/linux/uprobes-common.c: Respect new macro in MAXSKIPPED
  processing.
