Make debugtypes.exp "untested" if we've got an older gcc.

* testsuite/systemtap.pass1-4/debugtypes.exp: Mark as 'untested' if the
  system's gcc doesn't support the '-gdwarf-4 -fdebug-types-section'
  options.
