configury: default to --enable-pie

On fedora rawhide, -fpic/-fpie flags are sneaking in all over
the place, so plain configure/make stap builds can break if
we don't build everything that way too.  So flip around --enable-pie
to default-on.  Sorry, PR9922 (2009).
