PR10139 Mark .probes section SHF_ALLOC.

* includes/sys/sdt.h (STAP_PROBE_DATA_): Mark .probes section SHF_ALLOC.
* tapsets.cxx (dwarf_builder::build): Search in either dwarf or main elf
  file for .probes section.
