Shepherd relayfs through LKML, or at least through our private patch directory
(rather than src/runtime).

I have patched relayfs with

I was not actually referring to patches (bug fixes) to relayfs proper, but
rather to its packaging.

I suggest *moving* the relayfs implementation patch from /src/runtime to
/patches, if it needs to be built separately into a new module.  If it can be
built *within* a runtime library, and not into a module, then remaining in
/src/runtime would be appropriate.
