windres should take a -c option that selects a codepage to use for translation 
of resource strings to Unicode.

Would 
--preprocessor="gcc -E -xc -DRC_INVOKED --input-charset=CP1250"
do the job (assuming recent enough GCC)?

Microsoft uses UCS2, but your hint seems to force resources to be in utf8.
