This is one of the HP-UX encodings. As far as I can see, there is no IANA name
for it but I would suggest:

HP-TURKISH8 TURKISH8

As it is know as "turkish8" on HP-UX itself. Mapping file attached.

Where did you get this information?  Without reference I have no reason to trust
the information.

I verified the data myself.  The trunk has the new module.
