----- V-2 rocket launcher, use against cities and airbases -----

Notes:
The fearsome V-2 rocket makes its first appearance in the fall of 1944. A ballistic missile with a 200-mile range, there is no way to defend any unit within the range of a mobile launcher. The apparatus is easily wrecked or captured, so the Germans need to keep their launchers safely back from the front lines, and to move them around so as to avoid being targeted by Allied bombers. Launchers `produce' their own missiles, but only a couple each turn, which limits the number of attacks possible.

Side Attributes:
    None.

Actions and Action Points (ACP):
    Receives basic allotment of 8 new ACP per turn.

Movement, Movement Points (MP), and Speeds (MP/ACP Ratios):
    Uses a minimum of 1 ACP per move.
    Needs MP to enter terrain: 1 into all terrain types.

Hit Points (HP): 12.    Recovers by 0.50 HP each turn.
Vanishes if in: false by default, true for sea, estuary.

Combat:
Can fire (1 ACP), at ranges up to 24.
Hit chances are 0% by default, 50% vs airbase, port, fortification, town, city.
Hit chances if firing same as for regular combat.
Damage is 0 by default, 2d4 vs airbase, port, fortification, town, city.
Damages if firing same as for regular combat.
Ammo needed to hit unit: 0 by default, 1 vs missile.
Combat never reduces defender's HP below 0 by default, 1 vs airbase, port, fortification, town, city.

Vision:
0% chance to be seen at outset of game.
0% chance to be seen at outset of game if independent.
Not always seen even if terrain has been seen.
Occupants not seen even if unit has been seen.

Material Handling:
    supply (none)
    missile, 2 basic production, 14 storage (14 at start of game), 1 (ammo) consumed when firing


Fate if side loses: 100% chance to vanish.

AI Attributes:
    Requires >= 30 accessible, liquid cells to build naval units.
    Requests a total wartime garrison of 1 units.
    Range within which enemies will cause an alert is 6.
    Basic tactical computation range is 12.
