Another candidate along lines not too dissimilar:

<xsl:stylesheet version="1.0"
              xmlns:xsl="http://www.w3.org/1999/XSL/Transform"/>

(Of course depending on your source you might not get "Hello World".)

probably this is the smallest hello world stylesheet:

<html xmlns:xsl="http://www.w3.org/1999/XSL/Transform"; xsl:version="1.0">Hello World</html>
