But I think it was a bad example on my part.

When I use input xml of:
<test>12</test>

with:

<?xml version='1.0' encoding='UTF-8' ?>
<xsl:stylesheet version='1.0'
xmlns:xsl='http://www.w3.org/1999/XSL/Transform'>
   <xsl:template match="test">
        <output>
                <xsl:value-of select="format-number(., '0.00')"/>
        </output>
    </xsl:template>
</xsl:stylesheet>

This is the output I am getting:
<output>12</output>

I want to get:
<output>12.00</output>

ie. I want all numbers to be output to 2 decimal places.
