Look up normalize-space()may solve you problem:
<xsl:key name="cc" match="Corporation"
use="normalize-space(Access/Billcodes/Billcode/@Country)"/>
Or not, be careful if there are multiple Billcode elements.
Don't forget to normalize space while invoking the key, just to
avoid surprises:
select="key('cc',normalize-space($cty))"
