In retrospect, I would definitely use either a list or table instead of
inlining a container because you don't necessarily know the title will fit
on a single line. If the title wraps, you need it to wrap at your indent
location rather than the left margin, which would happen if you had just
used a container in a block for your chapter number.

The appropriate XSLFO terminology would be "start float" or "a float on the
start side of the flow". But I don't think any vendor implements this yet.
