Third-party to whom?
Generally, an XSLT engine is called for for XML-to-XML or XML-to-HTML
transformations, though there are exceptions, and an XSL engine or another
typesetting program would be used for XML-to-PDF. All the tools I use for
those tasks are third-party; see the XSL FAQ for lists of lists of XSL
tools. I like SAXON and FOP, but others have different preferences.
