There's no reason to believe that anything in the XSLT recommendation is
applicable to Microsoft's WD-xsl processor.
In fact, the section of the XSLT recommendation that deals with embedded
stylesheets has a distinctly "optional" feel to it, and I've no idea how
many XSLT processors implement it.
